The Government of National Capital Territory of Delhi (Amendment) Bill, 2023 was introduced into Parliament on Tuesday by Union Home Minister Amit Shah. The controversial Ordinance on the regulation of services in the national capital is to be replaced by this measure.
“The Constitution gives Parliament all right to bring any law with respect to Delhi,” Amit Shah declared when introducing the bill in Parliament.

Why is the AAP opposed to the Delhi ordinance bill?
When it was introduced in the Lok Sabha, the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which gave the lieutenant governor control over the promotion and posting of city government employees, was met with vocal criticism. The measure was denounced as “undemocratic” by the ruling Aam Aadmi Party (AAP), which also warned that it would erode democracy and usher in a “babucracy.”
